At a Glance

Kantor Management Consultants was founded in November 1988 and became fully operational in 1989 with the vision of becoming the leading consultancy in the Greek market.

Initially, the firm developed its core competencies addressing the private sector companies in Greece. We then gradually developed our Energy practice. The European Commission entrusted us with a pan-European oil market review and thus began a long lasting relationship with a major international organisation which continues to this day.

One of our first major projects in Greece was the development of a feasibility and business plan for the establishment of the first Science and Technology Park in Greece. This was done in cooperation with Coopers & Lybrand UK.

Our first large-scale international project commenced in 1992, when the European Commission assigned us with the setting up and running of the Sofia Energy Center in order to promote and disseminate new energy technologies in the Bulgarian market. In 1993, we undertook successful energy-related projects in Poland, Bulgaria, Georgia and other projects on behalf of the EC.

In November 1994, Cyprus Development Bank (CDB), acquired 25% of Kantor’s shares, through a share capital increase, as part of its strategic expansion in the region.

In December 1995, Kantor was the first consultancy in Greece, and among the first in Europe, to be certified with ISO 9001 standard. In the same year, Kantor, leading a consortium with Arthur D. Little and Swissair, undertook a 3-year contract for the first restructuring of Olympic Airways, the Greek national airline carrier.

The company grew fast in the following years, penetrating the Greek private sector. The firm expanded and became an identifiable brand and a significant player in the consulting market, engaging in important projects.
In 1998, we completed the formulation of the Greek national petroleum company, Hellenic Petroleum (HELPE) in just 16 months through consolidation of seven (7) separate companies, still a record for the Greek standards. In the same year, we privatised the Halki Shipyards on behalf of the Greek Government and we planned a new organisational service for the Greek railway company, OSE. We were engaged in the privatisation process of Olympic Airways, from 1998 until 2001.
In 1999, EFG Eurobank S.A., the third largest bank in Greece purchased Cyprus Development Bank’s stake in Kantor. The relationship with Eurobank marked the development of Kantor capability in the Banking Sector.
During the same year, we were assigned with the task of reorganising the oil industry in Uzbekistan, and developing a national energy strategy for the Georgian government. Also in 1999, we assisted five Moldovan companies to privatize on behalf of the European Bank for Reconstruction and Development (EBRD) in just two months.
In 2000, the firm decided to enter two strategic areas: personnel selection and development and the regional development sector. Through the acquisition of INTELEX S.A. (BOYDEN Athens), which was renamed Kantor Humanis, and the Northern Greece based management consulting firm INDECO S.A., which was renamed Kantor Development Consultants.
Again during 2000, we assisted Hellenic Tourist Properties in developing their infrastructure and in privatising the Mont Parnes Casino. During the same year, we planned the technical support side of the modernisation programme of the Greek social security organisation, IKA.
In year 2001 Kantor became the first Greek consulting company certified with EN ISO9001:2000

In 2002, Kantor started its journey into the wider European market, in a more systematic way. Kantor acquired LRDP Ltd, a London-based consultancy specialising in regional development and economic policy, thereby establishing a stronger position in the EU market. In 2004, we entered the institutional communication consulting business through the acquisition of Qwentes S.A., a Brussels-based communication consultancy mainly working with the EU institutions. Later in the same year, Kantor established its Warsaw office, while the Group adopted the International Financial Reporting Standards (IFRS).

In 2005, we acquired our Athens office building through our affiliate, ALEA S.A.

In November 2006 Kantor acquired CLR/Κ in Bulgaria, which was renamed Kantor Management Consultants EAD. This was followed at the beginning of 2007 with the acquisition of Class Management Consultants in Romania, thus establishing offices in Sofia and Bucharest.

In 2008 Kantor won the largest contract in its history for the European Commission DG A - The Contact Point for the European Network for Rural Development, which covers the whole of EU27. This has been a 7-year contract, aiming at developing the National Rural Networks (NRNs) in all EU27 member states and through those, introducing the new CAP for the period 2014-2020.

In February 2009, Kantor came into a strategic alliance agreement with Booz & Co, to jointly offer our services on the Greek market and adopting world class systems and access to know-how.

In December 2009 Kantor was certified with EN ISO 9001:2008.

The Greek crisis found Kantor in an effort to rationalise its activities, focusing more in providing valuable service to its private and public clients in Greece, the European Commission and major International donors from its two main offices, Athens and Brussels.
Kantor shifted its balance towards the international markets. In the period 2010-2012, Kantor successfully completed the Technical Assistance project for Ukraine’s Ministry of Energy and Fuel in building their capacity and supporting its energy strategy implementation through the EUR 82m Energy Sector Budget Support Programme, funded by Europaid.
The firm also undertook two Market and future development analyses and priorities studies of the gas markets and infrastructure projects, initially for CEE countries under the EC Energy Infrastructure Package and more recently for EU27 (under the North-South gas interconnections) under the EC PROJECTS OF COMMON INTEREST draft regulation, together with Booz&Co.
In 2012, Kantor assisted E-ON, the German energy utility in its task to identify, evaluate and develop a local supppliers base for the development of the TAP (Trans Adriatic Pipeline) in three countries (Greece, Albania and Italy). We are also acting as advisor to the UDF for the Jessica initiative in Southern Greece.
Kantor also built its presence in Brussels, servicing the European Commission mainly in the Communications and Economic & Social Development services. During 2010-2012, we worked on communication consulting projects with:
  • the DG Employment, Social Affairs and Inclusion with projects such as the Social Europe Guide publication, the production of brochures on reducing health inequalities in EU member states, the Employment in Europe 2010 and 2011 print reports, the Youth on the Move campaign and the production of Social Agenda magazine,
  • the DG TREN in information campaigns on road safety, 
  • the DG Research for the website and magazine of “research*eu”,
  • the DG ECHO for the production of a catalogue on the occasion of the 10th anniversary of the EU Civil Protection Mechanism and
  • the DG Education on a printed edition of European Capitals of Culture

During the same period, Kantor worked for economic and social development projects.

In 2011, we completed an Ex-Post Evaluation of Rural Development Programmes for the programming period 2000-2006 for the DG AGRI. Kantor also worked on a capacity building project for the Republic of Serbia, assisting the Ministry of Agriculture, Forestry and Water Management in the preparation for the future implementation of the LEADER approach in line with EU requirements, as well as winning projects in Morocco and Armenia.

In 2012 Kantor’s presence in the Greek market was strong. We are continuing to support Hellenic Petroleum (HELPE) in various projects to improve business performance. We have also been commissioned the Technical Advisory role in the privatisation of the Mont Parnes Casino and most recently the privatisation of the Greek railways company, TRAINOSE. We have also worked on the Marketing & Sales Strategy for a leading power company in the private sector, as well as giving support to a leading Greek bank and a leading Power company with the labor relations regulatory framework. Also we completed a Business Process Reengineering for a top-3 retailer.

In June 2012, our two companies operating in Brussels merged into one, under a new brand name Kantor Qwentes, which services mainly the EU in communication and rural development projects.

Kantor continues winning significant projects with the European Environmental Agency (EGA), the DG COMM 27 Horizon 2020 and a communication activities project on the Budget Support Programmes in the social sector for Morocco, financed by the EU delegation, our first contract in a French speaking country.

In 2013, Kantor undertook the 6-year project ‘’High quality studies to support activities under the Eastern Partnership’’ contracted by EC DG-NEAR with the objective to advance the development and the objectives of the Eastern Partnership countries in various areas in view of a closer cooperation of these countries with the EU and among the countries themselves.

Since 2014, Kantor has been actively engaged under the projects of ‘’Assistance Mechanism for the Atlantic Action Plan’’, contracted with the EC - Directorate General for Fisheries and Maritime Affairs and EASME. It is notable that Kantor has achieved to undertake four projects in the row and the fourth one will be completed by 2022.

In 2015, KANTOR implemented the largest contract in its history for the European Commission DG AGRI - The Contact Point for the European Network for Rural Development, by concluding the analysis and synthesis of the ex-ante evaluations of 115 Rural Development Programs (RDPs) and National Rural Network Programs (NRNPs) funded under the European Agricultural Fund for Rural Development (EAFRD).

In 2016, Kantor became active in one of the European territorial cooperation program by implementing the URBACT Program “National Focal Point Support for the implementation of the URBACT initiative in Greece and Cyprus’’, a network program addressing specifically at the integrated urban development of cities in Europe. Moreover, Kantor has achieved to undertake another two renewals of the project, which will be completed by 2023.


Also, during the period 2016 – 2019, Kantor was Leader under the project ‘’Assistance to Ukraine in the process of implementation of energy sector reform in line with Ukraine’s international commitments’’ contracted with the delegation of the European Union to Ukraine.


In 2017, Kantor became active in the area of blue growth by contracting the 3-years ‘’Facility for Blue Growth in the Black Sea’’ project, with the European Commission, Executive Agency for Small and Medium-sized Enterprises (EASME). The project aimed the set up and operation of a Facility that will promote dialogue and awareness among the Black Sea coastal countries on blue growth and foster Blue Economy development in the region and will seek to contribute to the formulation of common maritime and research strategic priorities for the Black Sea basin.


Since 2017, Kantor has been engaged in the ’’Support Facility for Broadband Competence Offices (BCOs)’’ project, contracted with the European Commission, Directorate-General for Agriculture and Rural Development (DG AGRI) regarding the promotion of digitalization and high-speed broadband internet connections in the EU Area. The project is annually renewed and it is expected to be completed by 2022.


In 2018, Kantor certified with Quality Standard EN ISO 9001: 2015; while in September 2019, Kantor certified with the Environmental Management Standard, ISO 14001: 2015. In September 2020, Kantor certified with ISO 27001: 2013, which sets out the requirements regarding the Information Security Management System.
